Vector graphics: Picroma will lose its freeware pricing as soon as it is no longer in beta, which should be soon. All accounts will become demo (limited functionality, fourteen days) after that.
There has to be something better than Inkscape that’s free.

Pixia isn’t for pixel art. It was originaly made for manga and it’s more like Photoshop then pixel art-tool.

Paint Shop Pro 9 is probably the best tool for creating pixel art.
Its extremely powerful, to the point it can rival Photoshop in terms of features and robustness, but is more suited towards precision pixel art, although certainly not limited to it.
Its also extremely intuitive to use and easy to learn, as most functions, although numerous, are very self-explanatory and well presented, unlike how photoshop works.
Sadly, When Corel took over Jasc, the newer versions after PSP9 became bloated and much worse, focusing more on photo-editing. Do not get Paint Shop Pro X or higher, version 9 is the best available specifically for pixel art.
This means if you’re going to get Paint Shop Pro for pixel art, you need to grab it “unofficially” somewhere. Preferably the portable edition.
Having tried the other options like Gimp, Paint.net, Paint, Graphics Gale and few others, Paint Shop Pro 9 is far superior to any of those by a long shot.

I had a graphics program (no longer available) that let me create an irregular polygon, and then add or delete vertices and move them around. With this program I could draw faces and figures … I’d make them very large, and then the program would let me shrink them.
Can anyone tell me of a program currently available that would let me ‘draw’ odd-shaped figures like that?
